Excess salinity in WASA water: CAB Chittagong concerned over extreme water suffering of city dwellers during Ramadan

Although Chittagong WASA, one of the country’s national service providers, started its activities on the occasion of the holy month of Ramadan without any preparation before the start of Ramadan, salinity has increased in the water supplied by Chittagong WASA in various parts of the city for several weeks.
As a result, water production has been reduced, and a large number of city dwellers have been suffering from water. Expressing deep concern over this incident, the leaders of the Consumers Association of Bangladesh (CAB), Chittagong Bibag and Nagar Committees, the national representative organization of the country’s buyers and consumers, have demanded an immediate solution to the problem.
A statement sent to the media on March 5, 2025 was signed by CAB Central Committee Vice President SM Nazer Hossain, CAB Divisional General Secretary Kazi Iqbal Bahar Chhaberi, CAB Chittagong Metropolitan President Jasmine Sultana Paru, General Secretary Ajay Mitra Shanku, Joint Secretary Md. Selim Jahangir, Southern District President Alhaj Abdul Mannan, Youth CAB Chittagong Divisional President Chowdhury KNM Riyadh and Youth CAB Metropolitan President Abu Hanif Noman, Policy Influence Group Chittagong President Columnist Musa Khan, Member Secretary Abu Mosharraf Russell and Joint Member Secretary Saidur Rahman Mintu, among others.
In the statement, the leaders expressed their anger and said that even though CAB Chittagong demanded advance preparations from the relevant institutions to ensure uninterrupted water, gas and electricity supply during the holy month of Ramadan, the authorities did not pay attention to it and instead, like the previous governments, they reported to the higher authorities that everything was normal. And the service recipients are in crisis.
The statement further said that salinity has increased to 2,500 milligrams per liter in the city’s Halda and Karnaphuli rivers, while the tolerable level is 250 milligrams. This problem has been occurring for several years since the start of the dry season. Due to salinity, water production in four WASA projects has decreased by up to 60 million liters. Due to this, consumers in different areas of Chittagong city are facing extreme hardship due to water shortage during the month of Ramadan. In fact, customers are facing extreme hardship in collecting pure water due to various crises such as dirty and muddy water in the water supplied to one-fourth of the city and lack of water in the lines. In such a situation, Muslims of various mosques have to supply water from tube wells during Ramadan.
The leaders also said that due to less rain this year, sea water is entering the river. This problem increases manifold during the new moon and full moon days along with the tide. Due to insufficient water being released from the Kaptai Hydropower Project, salty water is rising upwards during the tide. In addition, sufficient water is not being released from the Kaptai Hydropower Plant. Along with this, there has been no rain for a long time. If sufficient water was released from the Kaptai Power Plant and it rained, salty water would not have entered the river. And although this problem has been evident for several years, Chittagong WASA is spending its days busy with various projects without doing anything on various pretexts.
The leaders expressed their anger and said that even though the corrupt Managing Director of WASA, Fazlullah, has been dismissed, his culprits are still alive. They are using various tricks to get the blessings of the current government. That is why no investigation has been done into the grand fraud committed during Fazlullah’s tenure. As a result, irregularities have become the norm in Chittagong WASA. Embezzlement of government funds with public tax money by creating projects anonymously under different names has become a common practice.

রমজান শুরুর আগে কোন প্রকার প্রস্তুতি ছাড়াই মুসলমানদের পবিত্র মাস মাহে রমজান উপলক্ষে দেশের অন্যতম রাস্ট্রীয় সেবাপ্রদানকারী প্রতিষ্ঠান চট্টগ্রাম ওয়াসা তাদের কর্মকান্ড শুরু করলেও বেশ কয়েক সপ্তাহ ধরে নগরীর বিভিন্ন স্থানে চট্টগ্রাম ওয়াসার সরবরাহকৃত পানিতে বেড়েছে লবণাক্ততা।
ফলে পানির উৎপাদন কমানো হয়েছে, আর এতে করে পানি নিয়ে ভোগান্তিতে পড়েছেন বিপুল সংখ্যক নগরবাসী। এ ঘটনায় গভীর উদ্বেগ প্রকাশ করে অতিদ্রুত এসমস্যা সমাধানের দাবি জানিয়েছেন দেশের ক্রেতা-ভোক্তাদের জাতীয় প্রতিনিধিত্বকারী প্রতিষ্টান কনজ্যুমারস অ্যাসোসিয়েশন অব বাংলাদেশ (ক্যাব) চট্টগ্রাম বিবাগ ও নগর কমিটির নেতৃবৃন্দ।

বিবৃতিতে নেতৃবৃন্দ ক্ষোভপ্রকাশ করে বলেন, ক্যাব চট্টগ্রাম পবিত্র মাহে রমজানে নিরবিচ্ছন্ন পানি, গ্যাস ও বিদ্যুৎ সরবরাহ নিশ্চিতে সংস্লিষ্ঠ প্রতিষ্টানের আগাম প্রস্তুতির দাবি করে আসলেও কর্তৃপক্ষ সে বিষয়ে কর্নপাত না করে বিগত সরকারসমুহের আমলের ন্যায় উর্ধ্বতন কর্তৃপক্ষের কাছে সবকিছু স্বাভাবিক আছে বলে প্রতিবেদন দিয়ে বাহবা নিয়েছেন। আর সংকটে পড়েছেন সেবাগ্রহীতারা।
বিবৃতিতে আরও বলা হয়, নগরীর হালদা ও কর্নফুলী নদীতে প্রতি লিটারে ২ হাজার ৫০০ মিলিগ্রাম পর্যন্ত লনাক্ততা দেখা দিয়েছে, আর সহনীয় মাত্রা হলো ২৫০ মিলিগ্রাম। শুকনা মৌসুম শুরু হবার সময় থেকে বেশ কয়েক বছর যাবৎ এসমস্যাটি দেখা দিচ্ছে। লবনাক্ততার কারণে ওয়াসার চারটি প্রকল্পে পানির উৎপাদন ছয় কোটি লিটার পর্যন্ত কমেছে। এ কারণে রমজান মাসে পানি সংকটে পড়ে চরম দুর্ভোগে পড়েছেন চট্টগ্রাম নগরীর বিভিন্ন এলাকার গ্রাহকরা। এমনিতেই নগরীর একচতুর্থাংশ এলাকায় সরবরাহকৃত পানিতে ময়লা ও ঘোলা পানি এবং লাইনে পানি না থাকার মতো নানা সংকটে গ্রাহকরা বিশুদ্ধ পানি সংগ্রহে চরম দুর্ভোগ পড়েছেন। এমন পরিস্থিতিতে রমজানে বিভিন্ন মসজিদের মুসল্লীদেরকে টিউবওয়েল থেকে পানির জোগান দিতে হচ্ছে।
নেতৃবৃন্দ আরও বলেন, এবছরে বৃষ্টি কম হওয়ায় নদীতে সাগরের পানি ঢুকছে। জোয়ারের পাশাপাশি অমাবস্যা-পূর্ণিমায় এ সমস্যা বহুগুণ বেড়ে যায়। কাপ্তাই পানিবিদ্যুৎ প্রকল্প থেকে পর্যাপ্ত পানি না ছাড়ায় জোয়ারের সময় লবণাক্ত পানি ওপরের দিকে উঠে যাচ্ছে। এছাড়াও কাপ্তাই পানি বিদ্যুৎ কেন্দ্র থেকে পর্যাপ্ত পানি ছাড়া হচ্ছে না। সে সঙ্গে দীর্ঘদিন ধরে বৃষ্টিও হচ্ছে না। কাপ্তাই বিদ্যুৎকেন্দ্র থেকে পর্যাপ্ত পানি ছাড়া হলে এবং বৃষ্টি হলে লবণাক্ত পানি নদীতে প্রবেশ হতো না। আর এসমস্যা বেশ কয়েক বছর ধরে প্রকট হলেও চট্টগ্রাম ওয়াসা নানা তালবাহনায় কিছুই না করে নানা প্রকল্প নিয়ে ব্যস্ত দিন কাটাচ্ছেন।
নেতৃবৃন্দ ক্ষোভ প্রকাশ করে বলেন, ওয়াসার দুর্নীতিবাজ ব্যবস্থাপনা পরিচালক ফজল্ল্যাহ বিতাড়ি হলেও তার দোষররা এখনও বহাল তবিয়তে আছে। যারা নানা কৌশলে বর্তমান সরকারের আর্শিবাদ নিতে নানা ফন্দিফিকির করছেন। সেকারণে ফজলুল্ল্যার আমলে সংঘঠিত মহাজালিয়াতির কোন তদন্ত পর্যন্ত হয়নি। ফলে অনিয়মই চট্টগ্রাম ওয়াসার নিয়মে পরিনত হয়েছে। বিভিন্ন নামে বেনামে প্রকল্প তৈরী করে জনগনের করের টাকায় সরকারি তহবিল আত্মসাৎ সাধারন রীতিতে পরিনত হয়েছে।
